how the **** do I remove that bottom fairing? I've unscrewed 4 hex screws and one philips head screw, and the stupid thing still won't come off. Without doing this, I can't figure out how to get to the oil filter housing.

I wouldn't bother, I gave up trying to remove mine, the lower cowl will flex out enough on both the CBR & CBF, just use 1/4 inch ratchet & sockets.

If you do want to remove the lower cowling fully then you need to remove the lower fasteners of the middle cowling so you can flex it enough to reach the last (hidden) fastener of the lower piece. If you look on the inside (engine side) of the middle cowling there is a stainless fastener with a hex head in there you need to remove plus the plastic push-in-the centre-to-release fastener and the phillips head screw down below at the nose. This should give you enough flex to get your allen key in there and get that hidden fastener out.
